Regarding the recent news affecting the company COFELY SPAIN SAU Bullas City Council wishes to make the following clarifications:

The City Council, under the "Covenant of Mayors" and in order to be eligible to summon the now defunct ARGEM (Agency for Energy Management in the Region of Murcia) brought to public notice in the year 2012 Collaboration Agreement between the Public Sector and the Private Sector for providing energy services in Outdoor Lighting Installations municipality of Bullas.

The procedure is initiated by agreement plenary adopted June 25, 2012 and was publicized both in the profile of the contractor of the City Council as the "Official Gazette of the Region of Murcia" of 29/06/2012, in the "Bulletin Official State "from 30/06/2012 and in supplement" Official Journal of the European Union "on 28/06/2012.

Within 52 days opened with such publications as five companies applied to participate in the process: COMPANY CORPORATION CONSTRUCTION ELECTRICAL (SICE), SA, ELECNOR, SA, UTE INABENSA-Naval Air BUILDINGS AND FACILITIES, SA, ELECTROURBANO, SLL and UTE COFELY SPAIN, SAU-Imesapi, SA, although ultimately only three submitted proposals: SICE, SA, ELECNOR, SA and UTE COFELY SPAIN, SAU-Imesapi, SA, the first of those excluded for not conforming documentation filed as provided in the tender documents.

Further development of the method led to, after successive sessions of the Special Committee of Competitive Dialogue, the Full City Council decided the award on behalf of the UTE COFELY SPAIN, SAU-Imesapi, SA meeting held on January 13, 2014 .

From the above background Bullas City Council wishes to state the following:

That the procedure has enjoyed the greatest transparency, conforming in all respects to the laws governing public procurement and enjoying advertising in all possible areas: local, regional, national and European.

That throughout the whole procedure making bodies of the Plenary Council and mayor's office have been strictly complied with the proposals made by the Special Committee of Competitive Dialogue, which were represented not only the three municipal groups, but officials technical, legal and economic areas.

That having been a complex process, whose duration has passed from the start of the year and a half, and subject to special action in recruitment, none of the parties has challenged any procedure, which demonstrates the thoroughness with which it has acted .

Finally, we should indicate that the file was sent last March the Court of Auditors, without this body has revealed the existence of any kind of deficiency in processing followed.
