Starting this year, the Bullas City Council will reserve a minimum of 8% of its contracts to Special Employment Centers of Social Initiative and Insertion Companies, thus complying with the fourth additional provision of Public Procurement Law 9/2017.

The municipal Plenary approved the guidelines presented by the government team to apply this measure.

In this sense, it is established that the entities to which the reservation is directed must be registered in the corresponding Registries that, in the case of the Autonomous Community of the Region of Murcia, are in the Ministry of Employment, Research and Universities.

The Special Employment Centers are companies whose main objective is to provide workers with disabilities the performance of productive and remunerated work, appropriate to their personal characteristics and that facilitates their labor integration in the ordinary labor market.

On the other hand, the Commercial Company or cooperative society that carries out any economic activity whose corporate purpose is the integration and socio-labor training of people in situations of social exclusion, as a transition to ordinary employment, is considered an Insertion Company.

For the year 2020, a minimum reserve percentage is set at 8%, calculated on the overall amount of the supply and service contracts awarded by the City of Bullas in the year 2019 and, in any case, with a minimum guaranteed amount for the set of reserved contracts of 100,000 euros.

For successive years, the minimum reserve percentage will be set annually by the Local Government Board of the City of Bullas in the year immediately preceding the one applied.

The reservation may be made effective by reserving the entire contract in favor of the Special Employment Center of Social Initiative or Social Insertion Company, or by dividing the object of the contract in batches, so that one or more of the Contract lots are reserved to CEE of Social Initiative or Insertion Companies.

This measure promotes the labor insertion of the most difficult groups.

It should also be noted that the Bullas City Council has been working for several years with Special Employment Centers of Social Initiative and its success has been proven.
